Telegram allows you to send messages to users who initiated the conversation first through one of the Telegram apps. You can listen to Message Received webhook and react appropriately.

Deep Links

Telegram provides so-called deep-links that take users directly to your Telegram Bot. Your Bot is identified by Telegram URI which you can find in Telegram channel detail in Amio administration.
